Skelly and Loy, Inc.. is an environmental planning and design firm specializing in providing natural, socioeconomic and cultural resource services for our clients whose projects require federal approvals, permits, or funding. Skelly and Loy's Environmental Service Groups staff includes environmental engineers, ecologists, biologists, hydrogeologists, botanists, and other environmental scientists. We maintain a reputation as a leader in providing environmental planning services in compliance with the wide spectrum of federal statutes, regulations, and policies. In particular, we have extensive expertise and experience with projects conducted in compliance with the National Environmental Policy Act (NEPA), the Clean Water Act, the Clean Air Act, the National Historic Preservation Act, the US DOT Act, the US Endangered Species Act, the Civil Rights Act, and the Federal Land and Water Conservation Act. Top of Services SIN 899-7: GEOGRAPHIC INFORMATION SYSTEMS (GIS)
Skelly and Loy, Inc.'s staff has extensive experience using Geographic Information Systems (GIS) for environmental, mining, and cultural resource projects. Our GIS staff is trained in the use of the latest desktop, server, and Web-based GIS technologies. Skelly and Loy has developed GIS in support of Environmental Impact Statements (EIS), Environmental Assessments (EA), Phase I site assessments, wetland mitigations, habitat assessments, corridor studies, alternatives analyses, historic architecture assessments, and archaeological site prediction models. In addition to desktop applications, Skelly and Loy's GIS staff has developed custom applications for field data collection and incorporation into an enterprise database sytem. Our GIS staff deploys Web-based applications via ArcIMS and ArcSDE as a cost-cutting solution for our clients.
The GIS team at Skelly and Loy is experienced in the development of primary data as well as the collection and incorporation of secondary source information. We have experience in creating and maintaining spatial databases (geodatabases) and non-spatial databases which can be integrated with GIS features. Top of Services SIN 899-8: REMEDIATION AND RECLAMATION SERVICES Skelly and Loy, Inc.'s Geo-Environmental Service Group is a leading-edge provider of professional remedial support services including planning and implementation related to environmental and hazardous/toxic investigations; preparation and implementation of plans for the sampling and analysis of hazardous/contaminated materials; planning and implementation related to environmental restoration; implementation and oversight of site-specific Health and Safety Plans; and preparation of concept, preliminary, and detailed design for the removal/remediation/abatement/restoration of areas and/or facilities with environmental hazards including soil and groundwater, lead paint, asbestos, PCBs, and other contaminated wastes. Professional qualifications for these primary areas include appropriately experienced, trained, and accredited personnel with current credentials and certifications.
We share a successful 20-year history of past performance in support of military installations, federal agencies, and state/local government owing to our ability to balance team/staff resources with project efforts and project schedules in order to smoothly accomplish multiple task orders within time and cost limitations. Additionally, our demonstrated team experience with a variety of specialized contractors provides quick assemblage of a qualified team while minimizing responsiveness. HIGHLY QUALIFIED AND EXPERIENCED PERSONNEL Professional qualifications in the primary remedial areas include emergency response and cleanup specialist, environmental engineering, environmental scientist, certified industrial hygienist, biologist, geologist, chemist, hydrology, hydraulic engineering, civil, and geotechnical engineering. Qualifications for other related design efforts include technical support, including drawing production and other related graphic data efforts, specification writers, cost estimators, and surveyors. Many of our staff members have more than 15 years of demonstrated project participation and shared working relationships while employed with Skelly and Loy. These team members possess proven project management and quality assurance capabilities and demonstrated experience involving the most complex projects and schedules, particularly during periods of peak demand. Our experience has shown that, in order to ensure that the project process flows smoothly, a project setting with well-defined organizational roles and responsibilities is an essential element for successful Program Management. A GSA Schedule blanket purchase agreement (BPA) is an excellent way for agencies to fulfill recurring needs quickly and cost effectively. When establishing a BPA, the customer must follow the ordering procedures described above, specifying in the RFQ that a BPA will be established. Once this selection process is completed and the BPA is established, orders are simply placed with the contractor against the BPA - no further documentation or justification is required. Setting up a BPA allows you to establish a long-term relationship with us, takes advantage of quantity discounts, saves administrative time, and reduces paperwork. In the past, individual orders under a BPA could not exceed the maximum order limitation. Today, that is no longer the case. With the removal of the maximum order limitation, agencies are no longer restricted by any dollar limitations when placing orders under a BPA.
