In 1969, LeRoy D. (Bud) Loy and Robert C. Skelly established
Skelly and Loy, Engineers-Consultants, offering comprehensive
services in mining and environmental research, planning,
and design. One of their first actions as partners was
to develop the standards by which the company would operate
and, through the years, all management decisions have
been based on the same three goals: to produce high quality
work on time and within budget; to keep staff members
gainfully employed through challenging work; and to earn
a reasonable profit.
This is now

it was founded is best demonstrated through the continued
growth of the firm and its impressive portfolio of repeat
clients. A privately owned, mid-sized corporation with 5 Mid-Atlantic
offices, Skelly and Loy provides
