Skelly and Loy was engaged by VA Pittsburgh to provide professional services including preparation of a demolition and disposal (D&D) plan, hydrological impact analysis, and an environmental impact assessment for this multi-building medical facility constructed in the 1950s. Building condition surveys, asbestos and potential hazardous materials inventories, and in-building and subsurface utility locations were consolidated into a D&D plan for incorporation into contractor scope documents. The hydrological analysis involved an existing stormwater system facilities and performance investigation, assessment of potential stormwater impacts (both during construction and post-construction), and identification of regulatory permitting requirements. The environmental assessment documented potential socioeconomic, natural, and cultural resources impacts in accordance with National Environmental Policy Act regulations. The resulting "finding of no significant impact" allowed the VA to proceed with the demolition.
