Multi-Phase Regulatory Compliance Monitoring

Skelly and Loy's work for this client covered all project phases for several gas well head sites, beginning with pre-construction compliance reviews. These reviews identified applicable ground and subsurface water quality, waste management, and oil and gas facility operations management regulations at the state and federal level. A matrix was developed to track and document compliance with permit conditions and regulations applicable to each specific site. During construction, twice monthly compliance audits were conducted, including in-field site inspection of Best Management Practices (BMPs) and assurance of applicable permit compliance, and corrective actions were identified for non-compliant activities. Post-construction compliance audits were performed quarterly in year one, semi-annually in year two, and annually in succeeding years. These post-construction audits consisted of a site visit and coordination with the site manager regarding non-compliance conditions.
