Transco Williams Brandywine Gasline Replacement Project
Client : Ecology and Environment, Inc./Williams CompaniesLocation: Chester County, Pennsylvania

Skelly and Loy provided environmental consulting services in support of replacement of a gas distribution pipeline crossing the East Branch Brandywine Creek and its adjacent floodplain. Because the region is ideal for potential habitats for a federally threatened and Pennsylvania-endan-gered bog turtle species, Skelly and Loy's United States Fish and Wildlife Service (USFWS) and Pennsylvania Fish and Boat Commission-qualified bog turtle experts were engaged to locate and develop habitat avoidance measures, best management practices, and critical construction operating procedures, in compliance with USFWS Special Permit Conditions. Skelly and Loy's experts temporarily relocated resident bog turtles and supervised installation of habitat protection/exclusion barrier structures (fencing/filter sock/sand bags) prior to construction. Skelly and Loy's pre-construction assistance also included a review of Special Permit Conditions provisions with construction staff, development of logs for daily habitat protection/exclusion barriers inspections and on-site species photographs/descriptions, and preparation of a contact protocol in the event of observed bog turtles in or adjacent to the work area.
