Skelly and Loy offers a full range of services to complete environmental reviews for projects that must comply with the National Environmental Policy Act of 1969 (NEPA). NEPA requires the assessment and full disclosure of environmental impacts for projects involving federal "actions," such as issuing permits, spending federal money, or actions on federal lands. Our NEPA experience includes over 20 years working with US DOT and multiple state DOTs, in addition to other federal agencies, by assisting them in the completion of NEPA-related environmental reviews in support of their decision-making processes. Our NEPA services include the following.
Conducting field surveys and compiling environmental resource data for a variety of cultural, environmental, and socioeconomic issues
Assessing environmental impacts as part of the evaluation of project alternatives
Facilitating coordination with federal, state, and local agencies to integrate other environmental review requirements, including but not limited to those associated with the Clean Water Act, Clean Air Act, Endangered Species Act, National Historic Preservation Act, Environmental Justice Executive Order, and tribal laws
Producing NEPA documents to demonstrate compliance with NEPA and other applicable environmental laws and executive orders [our experience includes documents for the full range of NEPA actions - including over 400 Categorical Exclusions (CE), 50 Environmental Assessments (EA), and 13 major Environmental Impact Statements (EIS)]
Conducting public outreach to provide full disclosure of the NEPA analysis findings and the federal decision-making process
Preparing documentation in support of Findings of No Significant Impacts (FONSI) and Records of Decisions (ROD)
