Permitting is an inevitable factor that must be considered before any construction project begins, regardless of its complexity or purpose. Permits are required to withdraw, discharge, or impound water; to develop or change the use of land; to explore, mine, blast, process, or sell minerals; to install or revise any equipment or process with the potential to emit particulate or gaseous substance into the air; to encroach or impact wetlands; and a host of others.
