
MS4 and NPDES Post-Construction Permitting
Skelly and Loy's experience in the MS4 program dates to the inception of the program when only the Tier 1 larger population centers were required to comply. For this client base, Skelly and Loy provides support and design services related to this program to those communities. As the program was expanded to include other communities, we continued to broaden our client base to include various townships and other municipalities faced with compliance obligations. As this program developed, Skelly and Loy has been in a position to understand how the other regulatory programs (e.g., the Act 167, NPDES, TMDL, Chesapeake Bay strategies, etc.) are related and intertwined with the current compliance requirements in the MS4 program.
Skelly and Loy also continues to provide support to the regulated community, providing design and permitting services on projects which are subject to the NPDES Post-Construction Stormwater Management (PCSM) requirements. Our expertise in developing environmentally sensitive and sustainable approaches to these "green" infrastructure systems makes us an industry leader in developing site-sensitive, compliant designs. These designs reflect current advancements in research on tightly constrained urban settings as well as economical and practical solutions that integrate with other site uses and natural environmental settings on more rural sites.
